When I run the razor down the strop I noticed that due to these waves the edge of my razor will not stay flat against the strop. For example the heal will be flush but the tow will not be touching due to these waves.

Do I need to go through some sort of break in process with this thing like a baseball glove?

Whenever you get a new strop meaning brand spanking new the first thing you do is feel it and if it's not totally smooth don't use it or mess with it. Contact the vendor. Breaking in is mostly to soften it not to deal with a possible defect. With a used Eboy special you can deal with defects but not with a new quality piece.
