Yea, I would basically send it back to Hart Steel to get the same edge it was delivered with. They claim "hand made" so it is not really a "factory" edge.

I will try heavy stropping and see if it shaves alright.

Would you guys recommend doing linen or just do 100 on the leather strop?

If your technique has come around, then you could try 20 laps on linen then 100 laps on leather. If that doesn't do it, and you are sure of your technique,
then you could do it again. If that doesn't get the job done, then send it back or have someone hone it for you.
