Default Slow restoration, need advice on polishing

I bought a Wostenholm pipe this summer that I think has a lot if potential. My goal is to get the razor cleaned up, make some new scales, and hopefully have someone help me pin it up and hone it at the Kansas City meetup. This is what it looked like when I bought it.

I un-pinned it and used a wire brush to get rid of rust and Maas to polish. There were some spots that remained. My question is whether steel wool would be appropriate to get the tarnish off the spine and tang? Or is that too aggressive?
