    Alot can be made by hand.
    But a scroll or band saw is the biggest helper for making scales. But can be done with a coping saw.
    Heres a little tool I made for making wedges, and I dont have a belt sander.

    Just wanted to give an update on this razor, so I performed my first razor hone on this ol gal and I imagine it is not perfect but near as I can tell it shaved wonderfully. I am very happy and down the road I may remake the scales but for now I am going to be happy with what I have and leave it be
