It depends how deep. If not bad 1000,1500,2000,2500 grits wet or dry. Then polish with Mother's.
Works on horn, bone, celluloid, hard rubber.

What are the scales made of? Is this a valuable razor? Does it have sentimental value? Or, is it a day to day shaver?
I would use different approaches based on the answers to these questions.
Sally's would be a fine place to set up the honing table? Right out on the sidewalk? :hmmm:
If they are not terrible I take mothers polish on my finger and scrub then buff with microfiber towel.

Depends on the depth of the scratch. 1k or 600 wet and dry is a good place to start if a good metal polish will not remove the damage, 600 can easily be polished by 1k and polished by metal polish, 3M, Maas or Mothers.
I like Novus, for scales. It will put a final polish on most scales, plastic, celluloid or horn. Novus comes in 3 grades, depending on the damage.
Just like the blade, start with the least evasive and go from there. (In a nut shell) [emoji57]
On all my scales I use sanding sponges. They come in grits from 1500 to 12,000.
White buffing compound can also be used.
