Thanked: 636It depends how deep. If not bad 1000,1500,2000,2500 grits wet or dry. Then polish with Mother's.
Works on horn, bone, celluloid, hard rubber.

What are the scales made of? Is this a valuable razor? Does it have sentimental value? Or, is it a day to day shaver?
I would use different approaches based on the answers to these questions.
