    Any ideas on how to restore these? Looking like maybe tortoise shell...

    Those look more like mottled horn. I'm not sure, but it almost is as if they used iodine to stain blond horn. If you sand down a little, you can remove those spots and get a great pair of blond horn scale (I have an earlier posting on this in here somewhere).

    The horn needs to be reconditioned (neatsfoot). Also, you can fix those splits by stabilizing them with superglue or an epoxy, and then sanding it down smooth again.
