Default A little help for a newbie on restoration...

Hi Guys, I picked up this razor from ebay...an Old Wm. Graves & Sons Sheffield blade. Looks to be in good condition, but in need of work. How should I start....finish with this one to make it a nice shave-ready blade. If you notice in the pic, there is one small nic on the honed edge...hoping it will come out. There is some tarnish, but no rust.. Also, the scales were advertised as celluloid. In my experience with pen collecting, celluloid is usually more translucent and has a distinctive camphor smell to it. I think the hanlde is Bakelite. Any help would be appreciated.
