    Default Restorers/Refitters?

I picked up an old W&B "Diamond Edge" wedgie real cheap. Thing is, the blade is fully patinated dark gray, there's some very minor stable "black crust" oxidation on the shank, and deteriorated, though functional, horn scales.

I was wondering if anyone could suggest someone to shine it up and pop some new simple (inexpensive) scales on it. It's not in too rough of shape, but it could be brighter, and the scales in particular could use replacing. As nice a blade as it is, I'd only want this to be a serviceable razor for actual use. Who out there is doing this work, and how much would it probably run me?
