Rather than just glue the 2 halves back together (it would be a weak joint), I took a #60 wire drill bit and Carefully drilled 2 parallel holes about a ¼ inch deep in each half of the scale, lining them up as close as possible.
I then took 2 pieces of 24-gauge brass wire about ½ inch in length and glued them in the holes in the tip half of the scale with 5-min. epoxy. After it set up I put as much glue in the other two holes as possible, Put glue on the break, dipped the exposed part of the brass wire in the glue and stuck the 2 halves together.
After the whole thing set for a while I examined the Scales. They look straight and even. You can see where the break is and you can see the brass wire showing through the clear section of the tortoise shell. The tang of a razor fits nicely between the tips, so there shouldn’t be much stress when I repin it. I took before, during, and after pictures (4 pics) if anyone is interested in seeing them.


That's the exact method I used to repair the handles on my sunglasses. (4 pairs, the friends are satisfied too ). It works well under tension.
