That decoration on the blade is done in a two-step process.

The first step is that black line work which is put on with an electro-etching process. This does remove a minute amount of metal and simultaneously blackens the area being etched. The second step of the process is the gold wash which is deposited in a special, heated electro-chemical bath. The gold will come off fairly easily if one uses one of the popular metal polishes (Maas, Brasso, etc.), but the blackened etching will be more difficult. You can polish it away, but it requires something stronger than ordinary metal polish and if done improperly you will definitely compromise that beautiful mirror finish.

I understand that it is possible to send the razor back to the factory, where it can be disassembled, re-polished (to remove the markings), reassembled and returned to you. I have no idea what the costs for this would be, but the results would obviously be the best possible (like new, but without the decoration). You might try requesting this service through one of the TI distributors.
