Its completely up to you. Some razors ive cleaned up have had the blades polished and some I leave the blades as is. Most of the time if the blade is in good shape with no rust I leave the patina on it.

This blade deserves new scales imho.
From the blurry pic it is hard to tell but i think a little metal polish will be enough to give the blade a nice shine.

It is completely up to you. If the scales are intact, then you can get them to look great with a little neatsfoot oil. That is, if they are bone as I assume them to be. If you'd prefer a different set of scales, then do that.
Regarding the blade, it's old. If you want it to continue to look old, then just rub it with some Maas and call yourself done. If you want it to look new, then take it to the buffer.

Not to correct a man of greater knowledge than I, but I believe you mean horn not bone.

As for the razor I personally like the razors showing a little mileage, but one thing glen told me last month is that you never know what is underneath and i polished up a couple of my blades only to find hairline cracks. I don't think it needs a total rebuff with greaseless, but I agree with Utopian, see what happens after a little Maas.
