Good job. What are you going to rescale it with?

Several online vendors have simple plastic scales for reasonable prices. I've used the TI scales ($12 ??) from

    Fendrihan, Classic Wet Shaving Store

I'm sure other sites (in the US) have similar items.

If you want scales in exotic materials, the price goes up really fast.

Since you're in the US, there's a decent selection of scales at classicshaving.com

The photos are pretty blurry, but it looks like you did a pretty good job cleaning it up. The trouble is that from what I can see in the photos, that razor has a HUGE frown. That means you're going to have to jump through some serious hoops to get it honed, and when you're done, there's going to be a lot less razor left than what you have now, so it's probably not a good candidate for a large investment of cash.

That being said, it makes it a perfect candidate for learning about restoration on. I've got a Hero razor that was almost that bad when I got it, and it's a great shaver now, although it's 20% narrower than when I started. Stick with basic plastic replacement scales for now, and put better scales on the next project.
