I agree with HLS.
I used this to soak a hockey jersey that was given to me as a gift; it hung in a smoker's closet for 16 years. Smells brand new now.

Just leave them exposed to fresh air for a couple of weeks.
I got a razor that smelled of pipe tobacco, and the smell just faded away after a while.Til shade is gone, til water is gone, Into the shadow with teeth bared, screaming defiance with the last breath.

What Bruno said is the best idea. I used to live in a smoker friendly house and when I moved just simply letting the razors sit out in the air for a while did the trick.
However, if the scales truly are plastic and not celluloid an ultrasonic with simple cleaning solution works. If you want to be an over achiever there is a solution designed to remove smoke damage (think house fire) that works really well but generally a generic solution works. Since this is cigarette/cigar/pipe smoke the ultrasonic would be an overkill.
