    Depends on the spine work. There's file work, and then there's things like gold wash/leaf etc. Can you refine your question a bit more?

    The file work is done before the steel is hardened, i.e. before heat treatment, while the steel is in its annealed state.

    Some, like scallops, can be done after heat treatment by a belt grinder. This isn't as commonly practiced.
    There is also laser work, carving and stamping on the razors I have seen.
