has anyone ever tried wood burning a design into a set of scales, and what was the outcome.

I have had Tim/oldblades do it for me with his laser setup, it was nice! I may have to try the free hand burn kit now that you have made mention of it.

I have seen people do some pretty cool stuff with woodburning. A friend of mine carves very lifelike bird sculptures and uses a woodburning system for a lot of the fine details.
The only advice I would give is do a little research and find out if some woods work better than others. For example some of he real oily tropical hardwoods may not give as good results as a drier domestic wood like maple or even something like mahogany.
Beyond that I would just say to make sure the scales are sealed well when your finished. I would go for it and see what you can make it do.
