    If I remove this chip will there be any negative effects other than the loss of metal? It looks like there really isn't much in the way at the heal of the blade to cause an issue with function.

    The second is a Red IMP that has a smaller toe than the heal (Difference of about 1/16th of an inch). Should I even that up or should I go with the variance? Also, when it comes to hone wear on this razor will polish take that away or will it require a lower grit sanding stepped up to polish?

    You should still be able to shave with it. The angle of the edge will be a bit different.

    If doing a restore, I would straighten it. The problem then will be the hone wear on the spine will be matching the abnormal blade shape. So during honing you'll have to compensate or re-wear the spine to match.
