Will anybody just re pin a razor without doing a full restore ?

Well, that depends on the razors condition.

If the scales are wrecked, but the blade is in good condition there's really no reason to do anything to the blade, but if there's any isues with the blade I would take care of it.

Why not do it yourself? It's easy enough.. Grind off the head(s) [might need to grind off on both ends to make it easier to push out], take out the old pin, put in a piece of rod, cut, and gently go to town with a ballpeen hammer. If you don't have an anvil, just use the side of a regular hammer as a striking surface. Under 5min if you've done a few, 15min the first time around just being extra-careful.
