    chemist here: vinegar + ammonia = ammonium acetate, not mustard gas, or anything to do with chlorine for that matter. Still, I would just recommend washing with water. I am not an inorganic chemist, nor am I versed in metallurgy, but I don't think there is a real need to wash with ammonia.
