Thread: Is this Rust?

Hi guys sorry for yet another annoying question,

I'm trying to determine what is this stuff ont he blade is it rust/tarnish is it the dreaded devil's spit?

I see this kind of thing on razors now and then and I wonder whether to bid or not, hoping someone can tell me whether this would be difficult to get off by hand sanding or buffer etc. ?
