It is a leather strop in a rusty metal frame. A loom type strop but adjusting the tension of the leather may not be very easy.

Lillicraps Uranium Glass Stopper-Hone
There are lots of interesting old school stroppers made of steel, glass and more. This is pretty cool looking. I've never used it.

Cool! Not much of a use for them with modern blades. Still, a neat collectible. think the OP's device was to suspend the leather for stropping. Interesting stuff!
