I found it on the bay & in my Goins Encyclopedia.
The trade mark was first used by Koeller & Schmnitz in Solingen Germany, 1884 but had offices in New York City, Dubuque, Iowa & then they became an indepenedent company known as Fox Cutlery Co in 1915 in Milwaukee, WI.
Funny the seller is from Wisconsin.
Like Srdjan said, an offer for the scales would be all it is good for.

Are we giving credence to these people by mentioning them in this forum?

I like to think we are doing everyone a service. Even these sellers, maybe they really think they are holding goldmines maybe they are just trying to rip people off. This new Mantiques craze is just sending prices sky high on junk some business minded person said was valuable. You only need to watch the channel A&E to see what I'm talking about... Pawn Stars, American Pickers, Ghost Town Gold... and the 40 other versions of the same show they have on repeat...

On a brighter note it's only 42 dollars for six months ! I'm surprised there isn't an extremely rare broken blade to go with it too (ugh).
