Ebay doesn't care about shill bidding. I had a bid on a Jnat from a russian seller and was below the winning bid. While sitting eating lunch I got an email that I won the auction, surprised I looked and saw that the leading bidder was cancelled. I started following the guys auctions and you could immediately see the pattern, 2 bidders running the bids and then being cancelled a minute or so before the auction ended. I called Ebay and they said it's difficult to prove, we are investigating, dont pay. Few days later I get an email saying, you didnt pay for your item. When I called I was told I won the item and should pay for it otherwise I would be violating the rules
I eventually wrote a bad review and the guy returned my money.

I doubt they care, they are apart of a big business. If enough people complain then maybe something will be done about it.
I can guarantee you doing nothing will not improve things though.

Yeah, that one Jnat seller is the worst, and ebay does nothing.. It is so blatant it's like a drug dealer just set up a flea market table with drugs in front of a police station and the cops are just walking by not noticing...

The problem is: there are no cops in this scenario - only the "market management" getting percentage of the scam itself

    https://ocsnext.ebay.com/ocs/cusr?from_ocs=1&query=3133

Gives you the option to have them call you in a few minutes and report a seller if you don't want to just report a single auction.

I prefer the option of never bidding on his stuff again.. Let him eat his razors to survive
