So I went to the barbershop the other day. The guy asked me what I wanted I said #3 on the sides and an inch off the top. Afterwards I measured with my calipers and realized he had only taken 63/64ths of an inch off of the top. I went back and demanded my money back plus the tip. How dare he not measure each hair to make sure it was exactly one inch each.

I think he used what he thought to be a 8/8 razor, but somebody had sold him a 63/64 one as a 8/8 so he couldn't take off the full inch...
At least if the barber uses a wider than 8/8 razor and cuts too much hair he can avoid the customer for a few days while the hair grows and then he can claim he took off the right amount. But if he takes too little he's got to redo it or return the money to the angry customer - really it's such a horrible situation that use of calipers in the first place should be absolutely mandatory!

OK lets go Metric Lads,
8/8 = 1" = 25.4mm rounded
63/64" = 25.003mm
you’re talking a whole 0.4mm (1/2 a millimetre nearly ) short
now a 8/8 out of the box most probably was 25.4mm
but 100 years old & a couple of hone session I would expect it to be shorter - I know my Grandmother got shorter every year when I saw her and was about 4" shorter then in her prime
but as you say 98.43 cents isn't a dollar
it all comes down to the terminology you use:
if you say “it is about” or “approximately” 8/8 - this is an open statement with room for movement,
whereas if you say “it is” 8/8 this is a definitive statement and can leave you open to rebuttal as experienced.
as in contracts I deal with, our clients will use “Shall” for mandatory items & “Should” for recommended items non-mandatory items.
also are you talking the standard overall size or the French edge to spine (Hone contact area) sizing, as that would mean about 9/8+ when the spine is added
I have straights stamped 6/8 advertised as 6/8 but measure 13/16 now thats a whole 1.6mm rounded up bigger, but it is stamped 6/8 so it must be??
inevitably I think if you add 1 photo on the razor ruler is the best then let the buyer judge for themselves with their own eyes, then they have nothing to comeback on
or get very specific with the sizes & show the vernier’s on it maybe ?
this maybe nit picking, but everyone expects to get what they paid for & that 0.4mm or 1.6% size difference could mean the difference of a $100 or no bid at all to some,
especially the way the prices are currently growing.
my 8/8 W&B cost $70 as no size was noted & only a pic with a coin ( a quarter or a nickel? ) next to it which didn’t help me any in Australia but it looked big so I went for it and I haven’t seen another go for close to as low as I got it since

I still say it had to be a guy whose focus was on "8/8" , rather than the overall razor. If you are craving an 8/8 or better, FBU, and you're a straight razor shaver, you get one that is a smidgen under the 8/8 and look at the razor overall. If it was in decent condition, maybe even shave ready, he'd call it good. A guy who is lusting for 8/8 or better only sees the tale of the tape. The true shaver would strop and give it a go. Too bad it had to go to the 'wrong' guy.

agree with Jimmy, sounds like a guy in a p!ssing contest, with the mines bigger than yours syndrome,
without seeing the actual item in dispute,
if the blade is that close then we can only assume they didn’t want the actual blade for all its merits, purely its size factor
