Yeah, a catch-22. If the package is insured for a bundle, they can tell with a quick scan that something of value is inside.
Almost better to send ordinary plain slow boat uninsured. Won't raise a thief's attention? The insurance money will never buy some like that again, IMO"Don't be stubborn. You are missing out."

As far as I understand this is a law enforcement matter - somebody signed for the recipient without being authorized to do so. I'd say the biggest chance for this to be recovered is to work through the relevant law enforcement agency.
