some news that was posted on another forum I am on regarding this new policy.
"Today eBay's new feedback policy went into place (neutrals now count as negatives, sellers can only leave buyers positive feedbacks). 3,500 sellers and counting left for ecrater, 1,500 and counting left for onlineauction. One of the Top 5 All-Time eBay sellers completely closed down shop. The CEO that came up with the "brilliant" plan announced he's stepping down as well. This is going to be ugly..."

There needs to be checks and balances, if I can't leave negative feedback, but i can recieve it, I'm not going to sell.
With this new policy buyers can abuse sellers with impunity, and there is nothing the seller can do.
I have only recieved 2 negatives, and both were retaliatory. This isn't right, but it at least shows the character of both seller and buyer.
The first one the seller refunded my money, and refused payment, then tried to report me as a non paying bidder to get his E-bay fees back, I later found out that he had recieved a higher offer, and just didn't end the listing in time. He is no longer a member, but i'm still stuck with the negative.
On the second one my item never arrived, I tried everything even squaretrade, and the seller refused to respond until he saw that i had left negative. and his response was to retaliate.

I think if you look through many of the ebay related posts here on SRP and B&B you will find many guys just itching to leave a negative, asking if they should, but have not even contacted the seller to see if a resolution could be reached.
This is where the equality of power is needed as many people simply crave the power of being able to screw someone over. Most people selling razors on ebay are selling them as collectables, not as shave ready tools. If they know anything about them at all it's that people collect them. To them they look fine, a 50 or 100 year old item that is not broken "looks fine" to them. We though want a shaver and in our minds "look fine" means 15 minutes on a stone and we are off for a shave. If not many are right back here feeling ripped off and looking for revenge.
I'm an ebay seller with 1500+ positives, 1 neg and a neutral and no way would I sell anything but a new razor on ebay knowing the reaction they get here.

Unfortunately when dealing with a power seller, he has the nuke, my negative is more like a fart in the wind.
As a seller I always try to leave my feedback as soon as I ship. By that time the buyer will have fulfilled his responsibility to me and either proven a joy or a pain to deal with.
As a buyer I of course wait until I get the item and see it is as described. It always amazes me that most sellers wait till I leave feedback before they do.
If E-bay really wanted to clean up the system thats what they would do, make it so sellers had to go first. Because to me the buy is done with and the seller is satisfied before the buyer is. The only things that could go wrong at this point are postal mishap or deceptive selling. Unfortunately the only other thing that could be out of whack is a Jerk of a buyer and they will always be a PITA no matter what the system.

You know what?
They'll be back.
You know why?
Because the buyers are all on Ebay.
The hillarious thing about all this sturm and drang is that the feedback applies equally to all sellers.
So some buyers are A-holes, so what?
- Every seller will get the same small number of unfair nuetral or negative feedbacks,
- every seller's rating will be more in line with reality.
The end result? No one will have 100% positive any more. Big deal. I don't look for that when I buy anyway. I look for hundreds or thousands of transactions over the course of at least 6 months, with at least 97% or 98% feedback. This is reality.
But change is hard. I know.
