That poor blade looks like it has been over-heated. Probably dry buffed by a Dremel user whom didn't know what he was doing.

I contacted the seller. He seems nice enough & say's that as far as he's aware it's seen no restoration. It has come from a barber who used a sterilising machine of some sort. Might this have caused it?
