    Not necessarily. Grind stones were shaped like that as well.
    I've seen pics of the 1800s Joseph Rodgers plant, and similar (even bigger) stones were used for grinding razors.

    tis a mill stone, you can tell from the markings on the side of it. if it were a sharpejning stone it would be much smoother on the face, as the weight needs to be balanced perfectly or the wheel will throw its self off.

    It's a bit of an odd looking millstone. They usually have regular fluted patterns ("harps") cut into them to grind and channel the flour to the edges of the stone - the markings on this one look very rough and irregular, almost like hew marks. Of course, they might well be hew marks - small stones were sometimes worked in pairs going round a central shaft on their edges, so the harps on the side wouldn't be necessary.

    I wish both sides of the stone had been imaged.
    We could be looking at the rustic hewn side and the
    other side might be nice and tidy milling side.

    Another possible is that this stone was used vertical
    Roman millstone. Elaboration of Spanish olive oil

    My money is on the "rustic hewn side".
