No, don't go to Paypal just yet.
Ebay's resolution center is what you want for now. They will get back to you in a couple of days. Just follow their lead, and you will be fine. And don't close the dispute until the money is back in your PayPal account.
If you do, then it cannot be reopened.
If, for some reason ebay isn't able to serve you right, THEN you go to PayPal and or your Credit card company.
Just do it properly as adviced by ebay, and you really should be fine.
    Good luck

here you go. Vintage Silver-Ring Razor w/Mother Pearl/Roses MINT NOS - eBay (item 220615629098 end time Jun-06-10 18:29:48 PDT)

I think it will probably work out. It has only been 3 days and the seller has 2500+ feedback.

Thanks for fixing the link and for building my confidence, but I still dont get why they havent responded, neither will they answer the phone. I even left a voicemail.

Im glad to know I can 100% get my money back, its a relief! They do have alot of feedback, but they also have a few negatives which said 'no correspondence/no reply' and 'never received item.' This makes me feel inclined to believe they may not ship...time will tell

Used to be Paypal but now it is ebay that handles the disputes. They own paypal so six of one half dozen of the other. I've never lost money either. The seller may have had a heart attack or been hit by a truck. If the guy has 2500 positive feedbacks I would give him a week to see what is up even if it is frustrating. Things happen.
Be careful how you treat people on your way up, you may meet them again on your way back down.

People these days want everything now. Most of the time when you're dealing with Eboy it's just a person. Things happen. I wish I had a buck for every time someone posted complaining about a transaction because they got no response within a few days of close of auction. Eventually the item comes with a letter explaining why the delay.

If you file with Eboy you need to wait a few weeks as I recall before they really do anything anyway.

You'll have to wait at least either a week or 10 days after your payment before you can open a dispute.
I had to wait even when I bought something from a fraudulent seller and ebay flagged it and told me to not send money if I haven't or open a dispute if I had.
They have a process in place and you'll likely get your money back if you don't get your razor. However if I were you I'd rather attempt everything to get the razor and if that fails get the money - you have 45 days to initiate a dispute.

It used to be that eBay would refund you only if the seller had 100% +ve feed back... if not Paypal would try to garnish the money from his account. If the account had no funds at the time they checked you lost your money. That was my experience.
    Hope yours is better.

Wow. You got a great price on that razor.
I really hope it ends up in your mailbox.
