is this some special kind of razor that in my inexperience i haven't seen yet. or is it the worn down and unusable relic i think it is..

This is special kind of seller, who try to cheat people.
It's not a razor, it's trash.

I am joking here, that is a tired old worn out Solingen razor of no unique value...
As to the scales being "Tusk" I doubt that too, but with out touching them I couldn't say for sure...

From the picture, it looks like you might need 15-20 layers of tape in order to create a bevel. I think you should buy it and let us know whether or not it can be rescued. After all it is "scarce and highly collectable."

Some one has honed the hell out of that razor! He really did get his money's worth! I wonder if I only used one razor for 50 years and touched up once a fortnight, would it look like that?

That's almost as funny as the Durham Duplex I saw on Ebay last week at a BIN price of $149.99.

I think it may need more tape than that.. But i don't think they sell those quantities outside of wholesale

No, if you use strop. But if you use the hone instead of strop, it's possible.
