Whoever has the highest scheduled bid. Regardless of when your bid is placed, you still have to have the highest to win.

Gixen is the only sniper prog ive used and it's always worked for me. Well the few times I've used it atleast. And yes, I find it saves me money because I don't sit there increasing my bid until I am the highest bidder.

    Plus one for gixen

I`m not sure if that is strictly correct. may be if you use the free service , but for six dollars a year you can purchase mirror sights ,they bid all at once about one to two seconds before the end of the auction tying it up somewhat stopping other bids from being processed, I may be wrong but I think thats the way it works to a certain degree.
    Kind regards Peter

The good, bad, and ugly are it's free, it works great, but you may have to change your eBay password to get it to work properly.

I started using it as it offers several nice options which would be difficult to duplicate manually or impossible without incurring eBay's wrath...such as group bidding and the ability to cancel a bid.

I've always wondered who wins when several people with the same max bid use a snipe program.

I tried logging in just to check it out and it said my password wasn't strong enough. I guess that kicks off the ebay warning occassionally and if that happens your bids don't get submitted. My password was all numeric for some reason... I think it had to do with monitoring auctions from an app on my smartphone. So yes, I had to change my password.

Haha, I thought about eBay for finding some gem of a razor, then immediately gave up on the idea. I figure since I don't have any idea how to price razors that my chances of putting in a reasonable bid were close to nil. So I'd either grossly underbid and one of you guys would surely snatch the prize or I'd grossly overbid...

That is only a guess though.
As I understand the bidding rules the first one to put in the highest bid wins...so if everybody bidding put in the same max bid whoevers bid was registered first would win. This would seem to work against the "mirror" users who try to snipe at the last second...but they also have an option to vary their bid time so can bid a couple seconds sooner than the free users which in theory should improve their odds.

I still have the same question and maybe I'll ask it on the Gixen forum...lets say an item has no other bids than the 20 guys who are sniping AND they all have the same max bid. Who wins?

That would be a Gixen question. They have to queue up all bids scheduled for the same time so it would depend on how they load them up. I'm guessing First In First Out.
