Notice how the vets all went to the source of the cuts? That is cuz they rock!
I'll work on the cause of the renewed bleeding.
The alcohols in your aftershave is removing your clotters, killing exposed tissue and yes some germs but when was your face cleaner than while shaving?
Alcohol on a clean open wound is literally overkill, it delays healing and will make infection more likely by turning your tissue into dead zombie germ food.
Use cold water to shrink the caps and consider a styptic or a non-alcohol toner like witch hazel.

Sounds like the skin isn't tight enough when you shave those areas or as suggested, try shaving before you get your blood hot in the shower Try stretching the skin in those areas more and use a lower angle and less pressure.
I get similar probs at the very base of the neck (Chicken skin syndrome) so I use the method I suggested and only go WTG. I always splash my face with cold water before I shave now because of this problem. perhaps this may work for you too.
