    If a vintage razor has been restored, all of the steel has been abraded so there is nothing that could possibly be harmful remaining on the blade.

    If you rub one with alcohol and a paper towel it is good!

    I have a $300 budget for the razor and hopefully it will get me a decent one.

    I just honed a new Dovo inox for a member, took a beautiful edge. But it won't beat vintage.!

    Too bad you can't just down the shot of Jack Daniels and blow on the edge of the blade for similar results.

    Take the shot, breathe into the paper towel, wipe the blade!

    There's a do not hone option and the hone my razor option, which one should I pick? Also do I need Jnats or synthetic will do the job, grit progression?

    Look up top-right. Do the search. So much which has been discussed over and again.

    Welcome to SRP!
    If you want vintage, then the buy/sell/trade section here is a good place.
    If you want new, then Ralf Aust, Dovo, Boker, and Thiers Issard are a few that have good entry level razors. I'd go with a Ralf Aust myself.
    You will need to have a new one professionally honed. They advertise them as shave ready, but just like a new sushi knife, they are not sharp enough.
    Most likely the ones from the buy/sell/trade will already be sharpened and ready to shave.
    And sharpening a razor is nothing like sharpening a knife.
