The most important thing for new shavers is to get comfortable with the razor and the cutting angle. It really works better if you take it a little at a time. Based on what you are saying and your improved progress, this is most likely your problem.

assuming your razor is sharp, your prep is good and your stropping is done right, then you should examine your technique. as 147 pointed out, i have videos demonstrating it.
if i had to guess from your description, i'd say you're not stretching the skin enough, but who knows.
