If you don't know, I am guessing you didn't purchase it from a vendor who took care to explain/let you know that it was.
I'd be willing to bet it needs a good honing. IMHO, your best bet is to get it honed by opne of the well trusted members here. Even if you know how to sharpen other instruments (like knives) a well honed razor is a different thing alltogether, and to know what "shave ready" feels like is crucial to learning to do it yourself.
