Some photos of the razor would help. Especially some close ups of the blade itself.

Well it's always a risk, you can't know for sure whether it's worth the investment until you actually do it.
With some razors the odds are greatly in favor or against but they are always odds.
If you want to be sure, you have to buy the razor already tested from somebody you trust.

Welcome to SRP. IME (in my experience) if a vintage razor from a decent maker is full bladed with no damage/severe pitting at the edge and has good solid scales (handles) with no cracks or rot chances are good for honing it up. I'm not familiar with the brand but if it is a vintage Solingen chances are it would be a good one. A photo as previously mentioned would enable members to better assess it.

Here is the SRP Wiki where you will find the beginner's guide, your first straight razor shave and many other tutorials on all things pertaining to straight razors and shaving with them. Ask all the questions you want and members here will be glad to help out from their own experience.
Be careful how you treat people on your way up, you may meet them again on your way back down.

Jason, if you are just getting started I highly recommend visiting the classifieds for your first razor. You will find very good razors at great prices. They are not junk because our members have reputations to protect. People sell razors for any number of reasons. Some of our members enjoy restoring old razors and reselling them, others found something they would rather use. It really gets down to personal choice. However, as a beginner you don't have enough knowledge to make those decisions quite yet. Don't get hung up over the brand name (Dovo, Wostenholm, etc..) as a first razor. Get one that is shave ready, then go from there.
