    It's my experience that if you stretch on the side that the growth direction is the whiskers tend to lie down (not what I want). For example bottom of my neck they grow south north so I dont tilt neck but stretch the skin at the color bone, this will get the suckers to stand up slightly then a sweet xtg pass gets em.

    This creates a problem for me because like I said, my neck hair grows north to south like the hair on my face. This means I would have to stretch my neck skin up to get the hairs to stand up. The collarbone technique works great to get the skin taught, but to get as close as possible, I have to figure out how to stretch from the top pulling the skin up. I still can't figure out a good way to do this.

    Yes I agree in your case, but the principal should still hold IMHO.
    I don't know how you could get the strertch you need but tilting head backward would seem logicl to me (one would have to experiment). In some places I have to do this, additionally I press on the skin just to one side of the area I'm shaving. I wet my fingers and rub on the alum, this helps me to grip the skin through the lather.
