Rubbing alcohols contain water so you still need to wipe the blade down.

My neck hair also grows sideways, and I've yet to get BBS on it. I am shaving sideways with my first WTG pass, then downward for my XTG which does help a lot with comfort.

Sounds like yours and my neck hair come from the same family of pain-in-the-arse-to-shave. Don't stress about it too much. You'll get the dexterity to shave the area with good technique, with practice. In the mean time, ease off the pressure when shaving that area. A sharp blade shaves hair, not excess pressure.
    Good luck.

And also don't forget to stretch your skin when shaving.Alot of guys seem to be more worried about following the same direction as each other it seems or just direction in general.every face is different.Stay away from ATG if you can as well.I keep a piece of chamoise cloth hanging nearby to wipe my blade down.Works very well and is easy on the blade.Learned that one from the 1950 shaving manual here and Mr. Abrams. JM2cents.
