it's like a double boiler. the water goes in where the black cork is and you build your lather in the top bowl, which is basically a bowl. No holes in these other than the waterhole. If they were perforated you'd loose lather down into the bottom where you wouldn't be able to get to it. Check out Straight Razor Designs site. They have some good pics with top down views to give you a better idea of how the "newer" scuttles are set-up
