You should oil the blade after use. One drop of mineral oil or any rust-preventing oil (including WD-40), spread around with a tissue, will do the job.

Good advice. I use Renaissance wax on all my blades which works well.

All great suggestions. I use ballistol which can be applied with a q-tip. Initially I was also told to get a tall olive jar, fill it with a combination of alcohol and mineral oil and then dip the razor into this mix. The alcohol will take the water out and it will also act as an agent to spread the ineral oil over the blade. Both of these methods have helped me here in humid Florida. Most important to dry the blade after you have used it. Good luck!

I use a can of computer duster to blow out between the blades and around the pivot. Much faster and safer than tissue paper.

Here in Colorado its usually dryer then a popcorn fart so i wipe mine down inside and out and then move it out of the bathroom. Works for me, maybe the rice thing is a good idea for you as it is a very cheap way to keep moister out and it will work well.

Dipping my razor into alcohol and mineral oil won't affect the scales on the Dovo Bismark Pearl?

If not, that sounds like a pretty good idea...
