That depends a lot on what you want to achieve and whether you'll do it by hand or with power tools. By hand, good quality wet and dry sandpaper, grits ranging from 100 to 1500 or even higher, and steel polish (I use HG, do they sell that in Belgium?) will set you back 10-20 euros.
High grit sandpaper is usually sold by automotive stores, for polishing car laquers. I got mine from the local tool shop, works a charm. And the HG steel polish was 4 euros and it does a very good job, only it won't stick to my buffer.
If you want to use a buffer to remove rust and pitting, you'll be needing greaseless compounds. They are mighty hard to come by at a reasonable price, I had to order mine from England. Let me know if you want to go this route, I'll look up the websites I found for you.I want a lather whip

I'm not sure Gamma carry high grit sandpaper. At least I was unable to find it in the Netherlands. Another advantage for the local tool shop here
