There really aren't any standards in badger hair so makers can call them however they wish. However in general best badger as a grade is usually just below silvertip and are the bank for the buck grade in badger being scratchier than silvertip but still pretty soft. Usually there is limited selection in that grade and most brushes in best are smaller. Usually 24-25mm are the medium sizes and above 26 going into 30mm are large brushes.

I'd recommend a Simpson, I have and love the Persian Jar (PJ3, Super Badger) it's a little pricey, but when you use it, you'll know where that money went to. The Simpson is my favorite. Also, Thater brushes are excellent. You can't go wrong with either of these. Rooney is great too, I find them to be very dense, and kind of a lather hog, but they are equally good.

Here's a link to Glen, gssixgun, and he has a number of custom brushes. For Sale - Gem Star Customs
I have two that are wood handles, vacuum treated, and I'm not a gentle user of my brushes. I don't shake them out, but sling them out in the shower stall and then flick them over my fingers behind a towel, about 1/4 of the tip. I've used them consistently for 6 months and they're as new looking today as received.
PM him to check the stiffness/backbone, etc. and you'll have a custom brush that you'll be proud of and use for a long, long time.
Regards,
