on a side note in OH the state is getting away from street signs showing lane changes that show a arrow with only under it , and has stopped painting "only "before arrows on the road because they said there are 2 many drivers that cant understand the word ... and possibly school zones where school is wrote across the lane do to the same reasoning and just switching to a symbol

It's not like it happened out of the blue - the bill was passed in 2013. Going to the DMV earlier this week instead of on Friday probably would've solved your immediate problem.
I'd imagine that soon enough they'll set up a separate lane for those who are renewing their licenses, or let them go to the front of the line. Looking quickly at the law it doesn't seem like they can distinguish between americans and illegals.
As far as the rest of the commentary, I've had the opposite experiences with americans and foreigners.
Even on this site english is mangled more frequently and in worse ways by the 'native speakers' than by the foreigners, so I wouldn't be too quick to blame the 'simplified' forms on the illegals.

Renewal by mail? We use it here when we get the notice. We also have...Vending machines to by renewal license plates and stickers.

NY does it the same, no matter when you start it expires on your birthday 5 years later. We get notices in the mail though may be a month or two earlier and can renew at the DMV, by mail, or online.
Seems like you're treating your silicon valley folk too gently - if NY can have online renewal I don't see why CA can't.
