Nope they got smart most of the valves are way below frost freeze line under ground i.e. no water actually in it to freeze... that's my understanding from my F.D. buddies

That's correct, at least in areas where we get cold weather. In places like California the water is basically right there. Open the cap and turn the operating cap on top and you
get water pretty quick. Here it takes 27 turns of the operating cap to open the hydrant fully. When it gets shut down there's a weep hole at the bottom underground that allows
the water that is left in the hydrant to drain below the frost line, however there are times it freezes up and we can't get water.
Next time you see on TV or in the movies a hydrant get taken out and water flying like a geiser, remember it's Hollywood, unless of course it's supposed to be in a warm
climate. We've had them get taken out here from a car hitting them and I actually had one blow up on me when I was opening it and nothing comes out. Same with
sprinklers. The only head to go off is the one affected by fire, unless it's a deluge system. Now there's a lot of useless information on a Saturday for you.
