Only if the high hydrophobic property is not easily destroyed by, say mechanical damage or adsorption.
The way it works is by creating texture on micro and nano-scale, which is in the ballpark of how sharp a razor edge is. So, this texture's robustness has to be similar to that of a razor edge.
I understand that peeing on such hydrophobic surface would avoid flushing, but the flip side is that it also means a rather dramatic backsplatter
