I don't think you're stupid, frankly I'm just confused. If you take a look at post before yours you'll see that Glen definitely sees them as a government run personal investments.

As far as I can tell everything is Obama's fault and nobody else is responsible for anything. But last time I checked Obama was elected by the american people, twice, in free and fair elections. So were all representatives and senators and their reelection rate is 90%.
Somebody is proposing as a solution starting to kill each other and somehow that will make America great.
