I can't explain the multiple children but I do have a little insight to the WIC (Women Infant & Children) program.
I spent 40+ years in the retail grocery trade and I 'believe' that the 'Theory' is that it cost less in the long run by providing good nutrition to the pregnant women and their children than by doing nothing.
While I too bang my head against the wall when I see it, I will say that it's a far better program than Food Stamps. OOPS! I'm being Politically Incorrect! It's EBT (Electronic Balance Transfer).
With WIC the recipient can only purchase qualified items sometimes right down to the name brand. The program was fairly recently expanded to include Fresh Produce. However the recipient can't buy Russet/Red/White/Gold potatoes/however they can buy Yams and Sweet Potatoes. They also can't buy Herbs. However they can buy Garden Seeds to plant.
Now EBT, that's money down a Rat Hole! Users can purchase Candy/Pop/Potato Chips/'certain Energy Drinks/Cold Deli Items.
When I would check out a customer with a $100 Prime Rib Roast/a $50 Birthday Cake or a couple hundred dollars worth of Pop and the EBT card was used to make the purchase it really burned my ass!!!
One time a lady who I know and went to school with her husband and his brothers watched the customer in front of her buy about $75 worth of Soda Pop and pay with EBT. When she came forward she said; "Did I just see what I think I did"? I said what/Buying all that pop with your and my tax dollars? She said; "Yes"! I told her that it happened Every Day/All Day!
I told her/here's the Kicker/they don't even have to pay the sales tax on it! She said; "That's not right"! I told her to write her Congressman as the guidelines are Federal Guidelines. She walked away just shaking her head. (Her husbands father and grandfather were WA State Senators who belonged to the Democratic Party and loved to support the 'Social Programs'.)Our house is as Neil left it- an Aladdins cave of 'stuff'.

A certain segment seems to feel to make things better we need a tiny govt and few regulations so business can thrive. Pick up a history book and you will see those are exactly the conditions that existed back then. Then read what the average workers life was like back then.
