I'm not sure, but I believe that Mark was prompted into starting this thread due to the fact that he is in the process of obtaining the required permits for a new business, and is dealing with the government bureaucrats in the permitting agencies, who, based upon my own extensive experience, all seem to assume that everyone else is just as lazy, stupid and un-motivated as they are.
