So sitting/sleeping in your truck in a parking lot counts on your logbook time?

To explain...
When a "Hazmat" vehicle is parked it has to have a Hazmat licensed operator with it at all times. Unless it's in a location that is fenced in and considered a (Cant think of the word) Safe location. So this means If I'm at a store or gas station I must be with it and holding it in a secure way. This means on the logbook. The rules state I must be within 25 feet of it. The only time I'm allowed to log off the book is if I drive outside of a 100-mile radius from my home location. And then I must take a 30-minute break off the logbook. So no working, just babysitting.
Any other tractor/trailer combo has different rules, but some are the same. For some reason, they want someone responsible for the vehicle at all times. no BOOM allowed by terrorists.
If I was a long haul driver, then I would be allowed to park in a truck stop and log off for sleeper time. But I still must be within 25 feet of it unless another trained person is willing to take responsibility for it while I go shop or shower or whatever. These are the rules. Not all of them are followed to the letter. But when the tanker is parked in an odd location I do my best to follow the rules as the "man" may come and investigate.
