That's freakin funny ---- I've actually thought of that one --- she definitely has the room but his life expectancy might be less out there (huge turnover of pets).
I also have an animal rights NAZI of a sister (not really but she has about 12 cats and dogs, fosters a few, and can be over-reaching in her enthusiasm) --- If I tell her she might get some of her pals and parachute in under the cover of dark, wack the owners, and rescue the dog ---- I just don't like seeing the pooch suffer.

If the dog has shelter and water, even a shitty dog house and a slimy algae covered half full bucket there isn't a thing animal control can do even if they care enough about animals to, if it lacks any of those things animal control can remove it. You can report barking to the police and given enough time that can escalate to removal of the animal.
Personally I would rather report the children for trespassing on your property than the dog for barking. Unless you witness them or their kids engaging in actual physical cruelty there isn't much else you can do for the dog.
I have heard of a few dogs that people have "found by the side of the road" in situations similar to the one you describe
I'm not advocating anything mind you that would be wrong

I've thought of this one too -- in all honestly I don't think he would be missed by the owner (it's a rental house with a constant flux of people in and out of it -- no body really knows who lives there or who owns the dog).
And he's a good dog too -- just wants to play --- he's broke his chain a few times and I've played with him. He seems to be a pitbull mix --- but he's a natural retriever (fetcher) ----
